First: Definition of "Nutri-Mark" System
"Nutri-Mark" is a food classification system that assigns grades from A to E to food products, where grade A represents the highest nutritional value and grade E represents the lowest. These grades are determined based on the product's content of fat, sugar, sodium, and fiber, using a graded color scheme to facilitate consumer understanding.
Second: Legal and Regulatory Frameworks
1. Ministerial Decision No. 5034 of 2018
In 2018, the Cabinet issued Ministerial Decision No. 5034 of 2018, which initially stipulated the mandatory labeling of food products with the Traffic Light System. However, this decision was amended in December 2021 to make its application voluntary, in support of the industrial sector's competitiveness and to alleviate financial burdens on manufacturers.
2. Ministerial Decision No. 1160 of 2020 on Food Safety
Ministerial Decision No. 1160 of 2020 is considered one of the basic legislations regulating food safety in the UAE. The decision stipulates that nutritional information must be clear and accurate, and contain all required data in Arabic, including the product's nutrient content, production and expiry dates, and information on allergenic ingredients.
Third: Application of "Nutri-Mark" System in Abu Dhabi
The Abu Dhabi Quality and Conformity Council (ADQCC) and the Abu Dhabi Public Health Centre (ADPHC) announced the launch of the "Nutri-Mark" system in November 2024, with June 1, 2025, set as the mandatory date for its application to food products in the Emirate of Abu Dhabi. The first phase of application includes five main food categories: oils, dairy products, beverages, baked goods, and infant foods.
Fourth: Legal Responsibilities of Manufacturers and Suppliers
The system obliges manufacturers and suppliers to conduct precise scientific tests to determine the nutritional classification grade of their products and to provide "Nutri-Mark" labels on the front of the packaging. In case of non-compliance, violating products will be withdrawn from the markets, and concerned parties will be fined. Furthermore, the circulation of products bearing inaccurate or misleading nutritional classifications is prohibited.
